thanks how do you make them

I made the background and png of maddie on here then I went to picsart (free) and added a filter then I went to Rhonna edits (2.99) and made it into a circle then I went to phonto and added the text came back on PC and added the emoji

I think there is a way to make an icon using only PC though I'm not sure
