YouTube is enforcing new guidelines that videos containing bad language or controversial topics cannot be monetized (can't have ads) because they think the content isn't appropriate for ads (this is only what I've seen and inferred you probably should look somewhere else for better info) but most big youtubers have content with language or talk about controversial topics so YouTube won't have anything to put ads up with and they might lose a lot of money
