pic collage picks the featured collages, it really doesn't matter how many likes they have. but you can go to pic collage's account and ask if you really want it.
pc doesn't just give you a featured. they pick if it is a really good collage, getting featured doesn't matter, people see your collages. if you really want it, you don't ask for it.
