Okay... I've been working on this for a few hours... Mostly because I was messing with like 200 filters on PicsArt... But I found this really cool one that made the texture on it!
I use it on most of my edits! I really like it. I only really use it for filters, but there's a lot more features!
well, um... I just took the background photo, put the text on it with Phonto, then in PicsArt I go to effect, then choose whatever filter I want. for this one I did Orton in Fx, and Fattal 1 in Artistic. hope this helped!
