it happened to everyone, people started leaving PC and there are less people (and likes) to go around. also, the new update made it harder to access someone's account and view their content. have you ever checked who exactly rings up for your first 20 likes? check again, they're probably having the same issue.
me neither, but I'm not one to speak, I've only been here a little under two years. pic collage tried too much to be like Instagram I think. I don't think it's so much the people leaving, it seems to be more.... the lack of new people coming or the old coming back. to me, PC seemed like it was dying for a while, and I don't mean to sound pessimistic but I believe it still might be.
the way I found this app, I looked up picture editor and this was the first thing that came up. social media was an added bonus, but I wanted the photo editing more than anything. I think that's how a lot of people found the app. pic collage appears to be buried under other newer photo editing apps, and it's getting worse reviews than before. nothing is happening immediately, and PC is doing all it can, but I think it's going to be a slow process.
